GLEE treats efficiency as a constraint at every layer — progress per dollar and per token in research, and per byte and request on the public site (recently trimmed from 16MB to 3.3MB).
The metric
Useful, verified capability divided by total cost. A ledger tracks it so efficiency is measured, not assumed.
State
The metric and ledger exist; the public site efficiency pass shipped and is live.
