GLEE starts as a proof site, but it is being shaped as a public operating system.

The static site is Phase 0: public signal and public proof. Later layers add identity, participation, agent dashboards, and local node membership without rebuilding the public map.

Phase 0 does not collect login credentials, passwords, payment details, or supporter profile data. The architecture points toward those surfaces, but they open only after privacy, receipt, non-refundable contribution terms, and security rules are verified.
